Remediation of Former Large Vehicle Repair Site

Cooperstown Environmental was retained by Bay State Auto Spring Manufacturing Corporation in 2006 to remediate their Roxbury property in preparation for eventual sale. Between 1918 and 2007, Bay State Auto Spring had conducted business operations at the site including the repair and service of large vehicles such as heavy duty trucks, buses, and fire apparatus. Structures at the property included a metal fabrication shop, a garage with waste oil storage systems, ancillary office space, and several inspection and storage areas.

The site is located in a mixed residential, commercial and industrial area of Roxbury which in recent years has undergone various revitalization efforts, including development of the neighboring Orchard Park, the Orchard Park School, and recently constructed residential townhouses. The continued improvements being made on the properties in the vicinity of the site, have added a sense of urgency to an accelerated and successful remediation at the property.

Remedial efforts by others at the site began in 1988 to address a 1000-gallon underground heating oil tank that had leaked, resulting in localized soil and groundwater contamination. After several years of remediation efforts, Bay State Auto Spring was assigned a Notice of Noncompliance by DEP for failing to attain a Response Action Outcome (RAO) within five years of the initial Tier Classification in 1996. In addition, DEP required Bay State to submit an RAO by the following year. Subsequently, Cooperstown Environmental was retained to provide environmental consulting services that included an assessment of all existing monitoring wells, additional monitoring well installation and groundwater analyses, a full site survey, and the eventual remediation and final submittals to achieve RAO Status.

During assessment and remediation activities, the discovery of new or previously unreported conditions led to two new Release Tracking Numbers being assigned to the site.

Cooperstown Environmental conducted more than twenty-five rounds of analytical testing at the site, including the analysis of soil, soil gas and groundwater. In addition, Cooperstown oversaw an extensive excavation and removal of impacted soils, and designed and introduced an application of oxidation reagents to facilitate the biodegradation of contamination in the groundwater within areas that could not be readily excavated.

A Notice of Activity and Use Limitation on the site has been filed with the Registry of Deeds and a Class A-3 Response Action Outcome is scheduled for completion by August of 2010.
