Heating Oil Release at a Single-Family Residence
Cooperstown Environmental was retained by the owner and resident of a single family home following the release of an undetermined volume of Number 2 fuel oil beneath the basement floor with extensive migration into the back yard, and a small stream bordering the property.
Work completed at the site was conducted in accordance with regulations established by the Massachusetts Contingency Plan. Initial response activities included the use of a fractionation tank to capture residual product from the basement sump system, the installation of an interceptor trench in the back yard, the subsequent removal of the basement floor to access extensively contaminated soils, and the subsequent installation of a subsurface drainage system to facilitate the collection, sampling and removal of any residual contamination. All of this work required extensive shoring, bracing and underpinning of the home’s foundation to safely access the contamination and minimize structural damage to the residence. Effluent from the fractionation tank was passed through an activated carbon system and discharged into the interceptor trench accordance with 310 CMR 40.0045 and DEP’s approval of this Immediate Response Action (IRA). The discharge was sampled repeatedly for concentrations of petroleum product. After post-excavation sampling results indicated that the limits of contamination inside the footprint had been removed, backfill occurred, and the basement floor and operating systems were replaced.
As the home was in a densely populated residential area, risk characterizations were conducted to evaluate the risk of harm to health and the environment, and, in the case of the impacted stream, to identify long-term human exposure threats. The oil discharged to the stream affected both surface water and sediments downstream of the release point. A Response Action Outcome (RAO) was filed for the activities associated with the soils removal and a RAO was filed for the impact of the release on the adjacent stream.
Experienced in prior remediation activities within or close to residences, Cooperstown Environmental worked closely with DEP during this IRA and served throughout the process as the on-site liaison between contractors, the homeowner, and the homeowner’s insurance agency.
